Revised budget estimates for the biennium 1988-1989 - Decides to charge the cost of the United Nations Volunteers to the programme support and administrative services budget of the United Nations Development Programme, as indicated in the appropriations table included in this decision.

Budget estimates for the biennium 1990-1991. The Governing Council approves a revaluation of the parameters for the United Nations Volunteers core budget to $17 million for the biennium, and of the per capita charge relating to the supplementary budget to $3,700.

The Governing Council invites all member States to increase their contributions to the Special Voluntary Fund to enable the United Nations Volunteers programme to meet its commitment with the least possible augmentation of project costs, bearing in mind that 75 per cent of United Nations Volunteers serve in least developed, land-locked developing or island developing countries.

This Report is submitted in accordance with Governing Council decision 87/36 which requested the Administrator to undertake a review of the United Nations Volunteers (UNV) programme and report to the Council at its thirty-fifth session. The review generated 67 recommendations, the majority of which the Administrator has accepted. This Report presents the Administrator’s views and decisions on these recommendations, as well as his recommendations concerning the future funding of UNV.

The Governing Council recognizes the need for the United Nations Volunteers to continue to meet effectively the existing and future demand of United Nations Volunteers in developing countries. In addition, the Governing Council requests the administrator to hold operational level meetings with other United Nations agencies with a view to encouraging their use of United Nations Volunteers where possible.

To relieve the critical staffing situation in UNV, in the face of an expanding programme, the Administrator recommends in this addendum that the Governing Council approve a support-cost charge, initially at a rate of 8 per cent and only to UNV-executed projects, to be covered by the support-cost llne of the UNDP central resources in respect of UNDP-financed volunteers and by other sources of funds for volunteers financed by them
