Despite the need for immediate response to the threats posed by the pandemic, countries must maintain a long-term perspective. The protection of human rights would help maintain peace and security and ensure the continuity of sustainable development, especially in post-conflict states such as Guatemala. In line with this, OHCHR continues to fulfill its mandate in Guatemala – albeit virtually due to COVID-19. 

As the pandemic continued to spread, UN Volunteers across the world stepped forward. They ensured marginalized and disadvantaged communities, including people with disabilities, indigenous communities, refugees and people on the move are included in COVID-19 response and recovery efforts.

The path to a more inclusive UN system has been paved by the engagement of UN volunteers with disabilities in UN entities around the world. Yet, barriers still exist – both within and outside of the UN system. Social stigma via institutional and economic constraints on physical participation and communication, persist.  Barriers have hampered efforts and limited successes yet are also motivation to work tirelessly towards inclusive change.  

We are proud of our UN Volunteers, who bring such positive energy, knowledge and talent to the team. UNDP has long placed youth at the heart of our development framework and is eager to advance the inclusion of youth with disabilities. To date in 2020, at least 71 UN Volunteer with disabilities are deployed with our UN entity partners. We say at least, because these figures only factor in those volunteers who voluntarily disclosed their disability. There are many more, serving on regular volunteer assignments.

Over the years, UNDP Uganda has been central in supporting national HIV/AIDS management activities and events in Uganda, such as participating in the development of the HIV/AIDS National Strategic Plan 2020-2025, integrating HIV and human rights in the National Development Plan 2020-2025 and convening HIV/AIDs awareness events, for example on World AIDS Day, International Candle Light Day and Philly Lutaaya Day. UNDP Uganda’s engagement in these spaces has emphasized human rights programming within the HIV fight.

In the Middle East and North Africa (MENA), refugees, displaced persons and women are particularly vulnerable to economic shocks because they are disproportionally represented in the labor market as either informal laborers or underpaid and unpaid caregivers.
