South-South Cooperation is embedded in UNV’s Strategic Framework 2018-2021. Working closely with partners, UNV facilitates South-South cooperation by deploying UN Volunteers and promoting the value of volunteerism for peace and development. Volunteering and South-South Cooperation share common ideals that make them perfect partners: solidarity, respect and equality. According to World Bank data, half of Sub-Saharan Africa’s population is under 25 years of age and each year until 2035, there will be half a million more 15-year-olds than the year before. While Africa’s youth bulge could present an opportunity for innovation and economic growth for the continent, many countries still struggle to provide sufficient perspectives for their youth. Youth unemployment continues to be a challenge for Sub-Sahara Africa with rates being as high as 60 per cent in some countries.

On 26 August 2016, during a side event preceeding TICAD VI, Richard Dictus, the Executive Coordinator of the United Nations Volunteers (UNV) programme and Ambassador Dr. Kipyego Cheluget, Assistant Secretary General of the Common Market for Eastern and Southern Africa (COMESA) signed a Memorandum of Understanding (MOU) towards establishing the COMESA Youth Volunteer Scheme (COMESA-YVS). The MOU signing was a culmination of extensive discussions between the two organizations led by the UNV Regional Office for Eastern and Southern Africa based in Nairobi.
